California does not make every government-held item open. The web index is not the document image library. Images can be viewed at Recorder kiosks in the Ventura Government Center or Thousand Oaks East County office. Copies can instead be ordered with a document number, page count, or book and page reference. Santa Paula Property Records by APN
The Ventura County Assessor search is built for a ten-digit assessor parcel number, called an APN, or a street address. It does not expose an owner-name field on the public form. Santa Paula Court Records Have Cutoffs
Ventura Superior Court, not a separate Santa Paula municipal court database, holds the local state trial-court trail. Civil, probate, and small-claims records use a public portal with an account and limits imposed by California court rules. Family data begins September 1, 1991, though some active older cases were entered. The criminal and traffic database includes municipal cases entered from January 1, 1989. When a case is not online, the Records Department accepts in-person or written search requests. Court staff do not conduct those searches by phone. The research fee is $15 per request for up to 15 names. Older files may be offsite and need retrieval. Juvenile files require special party status and identification, while sealed, adoption, and some family or guardianship material remains restricted.

Santa Paula Vital Records Copy Paths
Vital access splits by event, year, and copy type. The Ventura County Clerk-Recorder issues records for births and deaths that occurred in Ventura County and marriages recorded there. Ventura County Public Health's online route holds current birth and death records for 2025 and 2026. California Department of Public Health handles statewide birth, death, fetal death, still birth, marriage, and dissolution records.
County orders can be made in person by appointment, by mail, or through the available online application path. A mailed order states the name as shown on the certificate, event date, number of copies, application, daytime phone, return envelope, and payment. Authorized birth, death, and marriage requests by mail also require the sworn statement and notarized acknowledgement. California Health and Safety Code section 103526 separates an Authorized Certified Copy from an Informational Certified Copy. The latter is marked as not valid to establish identity. The Recorder and Clerk share an agency but keep different filing functions. The Assessor describes parcels rather than recorded title documents. The court applies its own rules to case files. A request sent to the wrong office can be redirected, but it will not make that office the legal custodian.
Santa Paula Custody and Safety Records

WebTax payment service charges are 2.75 percent for credit cards, 1.75 percent for eligible debit cards, and $1.10 for an e-check. CDPH raised certified-copy fees on January 1, 2026. State birth copies cost $31, death copies $26, marriage copies $19, dissolution records $18, and fetal-death copies $23. A still birth copy remains $28. County copy charges should be checked against the current county fee schedule, and online county vital orders may add a card transaction fee. Never send cash through the mail to CDPH.
